Please disregard previous post (users list) as I figured out the problem.   
Maybe something for the devel list as the following behaviour is probably not 
intended (see previous post below).

I had previously been editing track names and did not hit <enter> after the 
last one...clicking the mouse in tempo dialog was not grabbing keyboard 
focus(?).  In fact, I don't know what had the keyboard input at that time as 
the keystrokes didn't go to the track name either.

Once I hit enter to end the track name edit I was able to change the value in 
the tempo dialog.

I would think the new window (in this case the tempo edit dialog) should get 
the keyboard input regardless of any text entry state in another window.
