Syncing two soundcards is a bear unless they've been
designed to do so, and the SB's aren't. You'd be much
better off with a Delta44 (or 66 if you want S/PDIF) for
this.
I highly recommend the MAudio Delta line for use in Linux
boxen; they're well-supported, and are among the best cards
I've heard on any platform. The higher-end cards like my
Delta1010 give more I/O ports (8 in and out, and S/PDIF), and
are built to deal with multiple cards in a machine.

This sounds like a problem that can happen when things are
not properly grounded. Make sure you're not using any
3 prong converters, that your mixer uses a 3 prong plug, and
that your outlet is properly grounded.
You might also check the instrument cables and grounding
there if applicable.
