To import, you can either click in the header of the region list (on the right side of the editor) and choose either "Import Audio (copy)" or "Embed Audio (link)".... then a selector window will come up with the filesystem in one tab, and the library in another.... you can pick your file from either one and upon import, it will show up in the region list. From there, you can drag it onto a track.
