I just tried a 16 bit (no dither) export and the resulting file
is identical to the output levels within ardour.  Are you judging
this via the meters in ardour?  The only thing to watch out for
within ardour, is to disable panning on stereo tracks (real ones)
if you don't want the panning code to cut the level by 3dB. 

Can you explain your session and the exact process you are using
to compare output levels, so we can eliminate experimental error?
