It may well be, but it definitely comes somewhere after that EQ :-)

You don't really need it to change colour, since it sticks at the 
highest position, so you can easily see when it goes above 0dBFS on the 
scale.

I find the brickwall limiter is very handy for the occasional transient, 
and I like to leave it at -0.1dBFS because I've heard that some 
broadcast CD players will report an error if there are three or more 
consecutive samples at 0dBFS, interpolating that there must have been an 
over. (This is just in case, and it's unlikely, that any of the music 
our band does ever gets played on the radio).

However, the limiter is not so useful for frequent, regular transients, 
e.g. a kick drum in electronic music, because you can hear the character 
of the sound change as the limiter slices off the peaks. Instead, you 
need to set the bass compressor attack very fast to catch those.
