[PATCH] bugfixes for PPP driver against 2.3.99p3

    The following patch fixes a few bugs in the PPP driver in 2.3.99p3, and
    updates the ppp_synctty channel code to use the new version of the channel
    interface.

    The PPP multilink packet fragmentation and reassembly code in this version
    works, so I have put a config option in drivers/net/Config.in for it,
    still marked experimental though. Multilink will need support from pppd;
    I am working on this at the moment but it is not complete yet. For the
    moment people can use pppd-2.3.11 which will work fine (but doesn't
    support multilink of course).
