    I found with CONFIG_INET_ECN enabled:
     # modprobe ipv6
    /lib/modules/2.4.0-test7/kernel/net/ipv6/ipv6.o: unresolved symbol sysctl_tcp_ecn
    /lib/modules/2.4.0-test7/kernel/net/ipv6/ipv6.o: insmod /lib/modules/2.4.0-test7/kernel/net/ipv6/ipv6.o failed
    /lib/modules/2.4.0-test7/kernel/net/ipv6/ipv6.o: insmod ipv6 failed

    .config:
    CONFIG_INET_ECN=y
    CONFIG_IPV6=m

    with no CONFIG_INET_ECN it loads fine
